L-1B document checklist
L-1B turns on demonstrating that the beneficiary's knowledge is special or advanced relative to the industry and to others within the organisation. The 2015 policy memorandum set out the comparative framework USCIS still applies. The recurring failure mode is describing the beneficiary as experienced rather than establishing what specifically distinguishes their knowledge from that of colleagues.
